EASTERN LOS ANGELES REGIONAL CENTER IS NOW ACCEPTING LETTERS OF INTEREST
Open Proposal Period runs through November 22, 2024
During this Open Proposal Period (OPP,) Eastern Los Angeles Regional Center (ELARC) is accepting submissions under the Letter of Interest (LOI) process for unmet needs that have been identified within the agency. Individuals and agencies offering an identified service may submit applications following the instructions provided with the LOI announcement. Submissions are reviewed and those found eligible are selected to move to the next stage of development.
The 8 week deadline for submission of LOI, Cover Page, Statement of Experience and Qualifications, and Requested Documents is November 22, 2024.
Those selected may be asked to submit a program design using guidelines provided by ELARC, depending on the service. These program designs are reviewed by an interdisciplinary team for compliance with applicable regulations, qualifications, and use of best practices. When the program design has been approved, the applicant will be asked to complete and return ELARC vendorization forms including a cost statement and other documentation such as professional licenses and insurance certificates.
When all documentation has been submitted, the rate will be established, a unique vendor number assigned, and a payment agreement signed by the vendor and ELARC. Once the process has been completed, the newly vendored provider is ready to receive referrals.
While a LOI may be submitted for any service, we highly recommend submitting LOI only for those services identified as ongoing resource needs on the list below. Please be aware that vendorization does not guarantee referrals (Title 17, Section 54322(d)(10)) and that ELARC Community Services staff must focus time and efforts primarily on developing services that are considered a critical need and meet our community’s current needs. Additionally, it is in the best interest of the individuals we serve that service providers vendored with ELARC are able to receive adequate referrals to maintain stable business over time. It is strongly advised for those submitting a LOI that they carefully consider both their business plan and the level of need for services they are qualitied to provide before submitting the LOI.

View detailed instructions on PDF documentTo begin the vendorization process, a complete Letter of Interest must be submitted, which consists of the following three sections:
- Cover Page
- Statement of Experience and Qualifications Letter of Interest
- Requested Documents as Described in Guidelines, if applicable
Submissions must be formatted and submitted exactly as described below in order to be considered.
Submissions must reflect an individual’s or organization’s ability to demonstrate appropriate qualifications and experience for the proposed service. After review of the submission, those selected may be invited to submit a Program Design that meets ELARC guidelines depending on the particular service.

Enter “N/A” if a question is not applicable and does not require a response. Complete the forms and submit the forms electronically.
Instructions for Submission
Submit the Cover Page, Statement of Experience and Qualifications, and any Requested Documents as described in the Guidelines electronically via email to LOI@elarc.org. You will receive an auto-response acknowledging receipt of your submission. Please print and keep a copy of this e-mail for your records. Please do not submit any questions to this e-mail address. It is reserved for submissions only. If you do not receive an auto response or if you do not receive a written notification of the status of your submission from ELARC within ten business days, you should contact ELARC Community Services at (626) 299-4793 and verify that your submission was received.

Pre- Vendorization Orientation
Are you interested in providing services for individuals with developmental disabilities and in becoming a potential ELARC vendor?
If so, this is your opportunity to get informed on the vendorization process and all the requirements necessary to become a vendor (including the elements of a program design). These sessions are for potential vendors who have or are planning to open an office within the ELARC Catchment area.
These sessions will be held in March, 2025 details pending.
Participants must attend & be present for the entire required session(s) to receive completion status.

- Vendor Regulations and Policies
- Rate Setting Methodologies
- Elements of the Program Design
- Vendor Application Forms and Process

Residential Services Orientation
New ELARC residential services providers and administrators are required to attend a residential services provider orientation (RSO.) The RSO is presented twice a year, on three consecutive Mondays in the months of May and November. To register for this training, view flyer below, or to be added to the mailing list, please contact the Community Services Office Assistant at communityservices@elarc.org. Eight weeks prior to this training, a registration form will be mailed to your address. Please note that dates are subject to change.
