Community of Practice - Home and Community Based Services (HCBS), Final Rule
ELARC is excited to continue collaborating with Helen Sanderson Associates to facilitate Community of Practice. Join service providers, people who have intellectual/ developmental disabilities, family members and regional center staff to explore how Person Centered approaches align with Home and Community Based Services (HCBS) quality standards and people living their best lives.

2024 Schedule:
- Deep Dive: January 18, April 18, July 20, October 17- 9:00 - 12:00. Work in small groups to explore what needs to change and what more is possible? We'll take a closer look at HCBS requirement #1 (Being part of the community) and look at practices that will help you and your team support people in making connections in the community.
- Coaching Circles: February 14,15, 16, May 16, 17, August 22, 23, November 21, 22 times vary. Join a small group of peers within your same service type to discuss opportunities and obstacles in relation to the HCBS requirements. Identify what’s working and not working, and possible next steps for your organization.
- Reflect, Share, and Take Action: March 21, June 20, September 19, December 19, 10:30-12:00. We come back together and reflect on what we have tried and learned. You will receive practical resources and tools to create teachable moments with you staff.

Making HCBS Work:
ARE YOUR SERVICES AND SUPPORTS ALIGNED WITH HCBS?
Sure, all Remediation and Validation dates may have passed, but HCBS compliance is never ending. As you know Service providers are expected to continuously improve and maintain compliance with federal requirements, ensuring they are closely aligned with the principles of HCBS. ELARC with the Team from ALO Consulting has made available a comprehensive workshop, "Making HCBS Work", where you will have an opportunity to participate in activities, that will provide insight on how to document ( polices, case notes, handbooks) and best practices. To help determine if this training is for you review this checklist.
The workshop will be offered monthly in person alternating from Alhambra and Whittier.

1:1 Coaching Sessions
As you may know, effective March 17, 2023, all settings/programs providing Home and Community Based Services must be in full compliance with the Federal Requirements, The Final Rule. In efforts to ensure ELARC continues to support our provider community with resources to ensure ongoing compliance with HCBS Final Rule, we have made available 1:1 coach sessions. This is a great opportunity to discuss your home(s) or program(s) and your progress towards HCBS compliance and implementation.
To best assist and understand the type of support you are looking for, please completed the following Preliminary Questionnaire.
1:1 Coaching Support
With the support of a contractor you will be able to receive one to one support (consultation, guidance, training/workshops) to providers on policy alignment with the Final Rule.-If you are interested in receiving this type of support please contact Karen Sibrian, kasibrian@elarc.org.
Self-Advocate HCBS Trainers
In June 2023 individuals served by ELARC, completed a training academy on HCBS. Giving them tools to best support , train and discuss with peers and the greater community on what is HCBS. If you wish to connect with these self-advocate to train staff, of individual through your program/ home, please also contact Karen Sibrian, kasibrian@elarc.org and we can connect you to them.
