Regional Center service providers offer a variety of services for consumers and families. Service providers must be vendored by the regional center before they can provide and be reimbursed for services. Vendorization is the term used to describe the entire approval process involved in preparing to provide services to regional center consumers. This process often involves obtaining licenses or approvals from other State and local agencies prior to becoming a vendor with the regional center.
ELARC's OPEN PROPOSAL PERIOD IS OPEN
During our Open Proposal Period (OPP,) ELARC accepts all submissions under the Letter of Interest (LOI) process for unmet needs that have been identified within the agency. Submissions are reviewed and those found eligible are selected to move to the next stage of development. Open Proposal Period is scheduled to run through November 22 2024.

ELARC will continuously accept letters of interest year round only for services that address ELARC's immediate needs listed below. Interested parties are also strongly encouraged to become familiar with our ELARC Purchase of Service Guidelines for funding of services.

Instructions for Submission of Letter of Interest

To begin the vendorization process, a complete Letter of Interest must be submitted, which consists of the following three sections:
- Cover Page
- Statement of Experience and Qualifications Letter of Interest
- Requested Documents as Described in Letter of Interest Guidelines, if applicable
Submissions must be formatted and submitted exactly as described below in order to be considered.
Submissions must reflect an individual’s or organization’s ability to demonstrate appropriate qualifications and experience for the proposed service. After review of the submission, those selected may be invited to submit a Program Design that meets ELARC guidelines depending on the particular service.

The Cover Page and Statement of Experience and Qualifications are provided for your convenience in these instructions. They are provided in fillable PDF format. All boxes must be completed. Enter “N/A” if a question is not applicable and does not require a response. Complete the forms and submit the forms electronically.
Instructions for Submission
Submit the Cover Page, Statement of Experience and Qualifications, and any Requested Documents as described in the Guidelines electronically via email to LOI@elarc.org. You will receive an auto-response acknowledging receipt of your submission. Please print and keep a copy of this e-mail for your records. Please do not submit any questions to this e-mail address. It is reserved for submissions only. If you do not receive an auto response or if you do not receive a written notification of the status of your submission from ELARC within ten business days, you should contact ELARC Community Services at (626) 299-4793 and verify that your submission was received.
Pre-Vendorization Orientation
Are you interested in providing services for individuals with developmental disabilities and in becoming a potential ELARC vendor? If so, the Pre-Vendorization Orientation is your opportunity to get informed on the vendorization process and all the requirements necessary to become a vendor. These sessions are for potential vendors who have or are planning to open an office within the ELARC Catchment area.
Note: All participants are required to first watch the "Overview of the Vendorization Process" video and review the referenced materials (at the top of this page) before registration.
The next sessions will be held from 8:30am to 12:00pm, via Zoom:
- March 19 and 20, 2025
- September 16 and 17, 2025
Participants must attend & be present for the entire required session(s) to receive completion status.

- Elements of the Program Design
- Vendor Application Forms and Process

RESIDENTIAL SERVICES ORIENTATION
New ELARC residential services providers and administrators are required to attend a residential services provider orientation (RSO.) The RSO is presented twice a year, in the months of May and November. To register for this training, view flyer below, or to be added to the mailing list, please contact the Community Services Office Assistant at communityservices@elarc.org. Eight weeks prior to this training, a registration form will be mailed to your address. Please note that dates are subject to change.
ELARC U: A Learning Community Presents, The Residential Services Orientation (RSO)
These sessions are for new residential providers wanting to develop and open their own facility or for those that are seeking to become administrator of a facility.
- Session I: November 12, 2024 from 9:00am to 12:30pm
- Session II: November 13, 2024 from 9:00am to 12:30pm
- Session III: November 19, 2024 9:00am to 12:30pm
All Sessions Are Mandatory. Attendees who leave early will not receive full credit for the course.
