Community Resource Development: Read Priority Areas and Take the Unmet Needs Survey
ELARC identifies unmet needs annually to share with DDS and we really want to hear from you!
In 2017, the Lanterman Act was amended to allow the Department of Developmental Services (DDS) to provide funding for Regional Centers to develop resources to meet unmet needs in their communities within certain guidelines (WIC Sections 4418.25 & 4679) This is referred to as Community Resource Development Plan (CRDP) funding.
ELARC is exploring unmet needs now in order to request funding be provided for services and supports for future years
What do you see as an unmet service need?
There are a few ways to share your answer to that question. Think about any unmet needs you may have experienced or discussed with your Service Coordinator then either:
- Complete our Online Survey (Complete la encuesta en Español)
- Attend a public ELARC meeting such as the Board Meeting, CAC, VAC, Performance Contract Review, or the Purchase of Services Data Review and share your feedback about unmet needs (look for these meeting dates on the Calendar on this website)

The following project has been approved as the priority proposal for Fiscal Year (FY) 2024-2025 Community Resource Development Plan
Community Access Services for the Deaf & Hard of Hearing
- Description: Training and support to current service providers regarding recruitment and retention of ASL proficient staff, enhancement of current programming to be inclusive of Deaf and Hard of Hearing (DHOH) individuals, assessing and supporting any necessary environmental and equipment accommodations
- Justification: As identified by the ELARC DHOH Specialist and other key staff and stakeholders, there is a current lack of services in areas including but not limited to Independent Living services, Supported Living Services, Adaptive Skills Training, Day Programs, Personal Assistance, Work Activity Programs (Employment) and Job Coaches that have the capacity to serve the DHOH population. This significantly limits quality of life and opportunities for inclusion. Specifically ELARC serves 1,073 individuals who have some form of hearing loss. Two thirds of these individuals are adults.
