The HCBS Final Rule is designed to ensure that Medicaid-funded HCBS programs provide people with developmental disabilities full access to the benefits of community living and offer them long term services and supports in the most integrated setting of their choosing. All service providers must be in compliance with the HCBS Final Rule by March 17, 2023. In accordance with the 2021 enacted budget, $15 million was allocated to regional centers to fund necessary changes to assist providers in taking steps to come into compliance with the HCBS rules by March, 2023. The awarded amounts totaled $9,033,692 with $5,966,308 remaining. DDS is allocating $284,109 to each regional center to support broader work in each community that promotes HCBS compliance
