The Vendor Advisory Committee (VAC) provides recommendations, guidance, and technical assistance to the agency’s board of directors. The Committee meets monthly to discuss and review both state and agency issues that impact service providers in our community. Read the VAC Code of Ethics.

The VAC meets ten times per year on the fourth Thursday of each month from 10:00am to 11:30am.  In November, the meeting is held on the third Thursday.  There are no VAC meetings in August or December.  The VAC has work-groups or forums, some meet immediately following the VAC meeting. Work-groups include: Emergency Operations Planning,  Infant Development Programs, Supported Living/Independent Living Services, Residential Services, Transportation, Behavioral Services, and Self Determination.


SPECIAL ELECTION for SECRETARY to be held at the October 24, 2024 VAC Meeting

On October 24, 2024 at the VAC meeting, a special election will be held for the office of Secretary.  According to the VAC Bylaws Article 4 Section 5, In the event of any vacancy on the Executive Committee or among Chairpersons of subcommittee categories, a special election shall be called by a member of the Executive Committee, unless no Executive Committee remains in office, in which case the special election may be called by another member of the VAC.

If you are unable to attend the October 24 VAC meeting , please use this ABSENTEE BALLOT to vote. Complete, scan, and email to eharrell@elarc.org on or before 10:00 am on October 24, 2024.  

According to the VAC Bylaws, Article 4 Section 3 Term and Election of Executive Committee voting for positions shall occur during the regular meeting in November of odd numbered years.  In addition, votes in absentia can occur prior to the meeting.  It is the intent of the VAC leadership to provide notice to the VAC members to make them aware of these actions to ensure their participation in opportunities to serve in leadership as well as to cast their vote.

Request for Service Providers to Create a Short Video About their Services

The Eastern Los Angeles Regional Center (ELARC) would like to develop a library of short videos describing the services from our Providers/Vendors. These videos would be available for individuals, families, and ELARC employees to learn more about our services and our providers. If you are an ELARC Service Provider/Vendor who would like to participate, please view our FLYER to read about the requirements and to follow the instructions to submit a video.

All meeting dates may be subject to change.

Hybrid Meetings (in-person and by Zoom) are scheduled for the months of January, April, July, and October. In addition to being able to participate via the zoom link below, individuals can also attend the meeting in person in the Boardroom at ELARC, located at 1000 S. Fremont Ave in Alhambra.

Zoom Only Meetings are scheduled for the months of February, March, May, June, September, and November.

Training Survey

The ELARC VAC is interested in providing all vendors with agenda topics that are meaningful and useful to all vendors.  In an effort to address the training needs and/or issues of vendors during the VAC meetings please complete a short survey to share any topics you would like to see presented during the VAC meetings.  This information will be used for developing the ongoing VAC meeting agendas.

Rate Increase Survey-Webinar

The Department of Developmental Services (DDS) is required to do a survey of all service providers that received a rate increase effective July 1, 2016. As required by law (Welfare and Institutions Code Section 4691.10) the purpose of the rate increase was to enhance wages and benefits for staff who spend a minimum of 75 percent of their time providing direct services to consumers. Eligible service providers also received a rate increase for administrative expenses (see Welfare and Institutions Code Section 4691.11.)

Any provider who received rate increases under Welfare and Institutions Code Section 4691.10 who does not complete and return this survey by October 1, 2017, will forfeit the rate increases. NOTE: this is a preliminary draft of the survey; providers do not need to compete and return this document. The final version, with instructions on how to submit the completed survey, is planned for release on June 1, 2017. View complete letter and instructions here.
